Hmm. I tend to have a much more positive view of historical!TW than a lot of fandom seems to - they're fighting the good fight with whatever's available to them, after all, and Jack isn't there under duress - and the thing with Torchwood is that there's going to be pretty high mortality rate amongst those who aren't Captain Indestructible. Jack is going to gain a lot of respect and unofficial seniority (at least amongst the Cardiff branch) simply by living longer than anyone else....
So in this situation, in the 1920s, the odds are pretty good that Jack would effectively (if not officially, though by that stage he's a freelancer in name only and they all know it) be the senior of the pair sent to investigate. I'd say that your best options would be either someone from another branch who is deeply leery of the uncouth and unkillable weirdo but aware that he probably knows what he's talking about (in which case go for some prim lady who has to pretend to be his wife, etc), or a younger member of the Cardiff team who worships the ground Jack walks on (because groupies are fun!). Or both. ;)
(foolishly signed up for another Big Bang thing - trying to work out which of my bunnies to dust off, though god knows where the ideas will be by the end of next week. Poking at them in the hope that one of them will bite - seems to be a lot of it about tonight!)
