I'm 95% sure it was nuclear because of the rate the birds died. But that's mostly from Do Androids... about all that's left of that in the movie is Rachel's 'Do you like our owl?' exchange with Deckard and the pet market/Zhora's snake.
The climate was wetter. LA was in an almost permanent humid monsoon season. That's kept over from the book too.
Tbh, the only thing I find hilarious about Blade Runner is the way Ridley Scott's hellbent on getting Philip K. Dick's book visuals down, EXCEPT for the bit at the end. All of the gorgeous rolling woodland scapes from The Shining don't mesh with the image of a planet that everyone who's healthy has upped sticks and already left.
